GOAL is a non-for-profit organization that has been working in Sudan since 1985. GOAL is currently working directly in North Darfur and in South Kordofan. The current GOAL programmes focus on four main sectors:  Primary Health Care, Nutrition, Water Sanitation and Hygiene (WASH), and food security and livelihoods. 

 

GOAL believes that if the inherent capacities of vulnerable people are developed, the systems in which they live and work are strengthened, and positive global action is catalyzed, then communities facing crisis, poverty, and exclusion will achieve greater resilience and well-being. GOAL Sudan’s main donors Irish Aid, USAID/BHA,  ECHO, UN and other private donors.

GENERAL DESCRIPTION OF THE ROLE

The Programme Director (PD) is a key member of GOAL Sudan’s senior management team, who will contribute to the attainment of GOAL’s strategic plan. You will be responsible for the development & humanitarian response programme and for managing the technical team in different sectors like water and sanitation, health, nutrition, food security and livelihoods and cross-cutting themes such as safeguarding, gender equity and social inclusion.  Your main objective as an PD is ensuring timely, quality implementation of projects within timelines, budget control and management to minimize overspend and underspends, management of the proposal development process and donor communications on programmes. You will work closely with well-motivated and experienced managers in the field and at head office supporting GOAL’s programmes. 

 

The PD be responsible for overseeing relevant proposals, including consortium applications to donors. The position has 5 direct line reports and will oversee GOALs local partnerships and engage in localization. As an SMT member you will be involved in significant decision making, strategies and discussions affecting GOAL Sudan. You will have a key role in determining future strategies and will also be heavily involved in the planning of any new activities.  

 

You are expected to have a clear understanding of all facets of the organisation, including finance, logistics, and personnel and responsible for making sure the programmes are in line with the ambitions of the CSP, the Global Strategy and donors’ rules and regulations. 

 Key Responsibilities and Accountabilities 

 

Strategic Management and Transformational Leadership

•       Manage and coach the programme team, ensuring a shared vision, teamwork, effective communication, active engagement, transparency, participatory decision-making and management approaches.

•       Provide overall strategic and technical leadership in the design, development, planning, budgeting, and implementation of projects.

•       Develop annual operational plans to deliver CSP. 

•       Initiate, coordinate and lead GOAL’s programme in Sudan ensuring it delivers on the CSP vision and objectives and championing the new ways of working embodied in the CSP.

•       Occasionally deputize for the Country Director as required.

•       Transform and motivate the programme team through idealized influence and intellectual stimulation.

•       Encourage programme team to develop unique and new ways to challenge the status quo in order to bring innovation and creativity in programmes.

•       Lead the transformation of direct implementation to working with/through local partners and consortia.

•       Lead and facilitate local partnership assessments.

•       Participate in the annual budgeting process, leading on the programme budget process, and providing ongoing oversight of programme budgets. 

•       Ensure country level linkages with GOAL’s global frameworks.

 

Programme Development and Delivery 

•       Ensure cohesive and integrated programming that delivers the CSP ambitions.

•       Work with the SMT to ensure that GOAL Sudan’s programme delivery is cost effective by limiting field offices and geographical expansion so as to be operationally efficient and affordable.

•       Ensure programme development and delivery, putting GESI at its center locally and nationally.

•       Avoid no-cost extensions unless where absolutely necessary and in consultation with the CD and portfolio manager. 

•       Overall leadership and management of GOAL Sudan’s partnership portfolio and localization strategy.

•       Lead the development and implementation of programme quality framework.

•       Ensure that knowledge management and country level lessons learnt are shared across programmes and teams and feed into Regional and global knowledge hubs.

•       Work with the Portfolio Manager to develop and implement a fundraising strategy.

•       Oversee the development of programmes, projects, implementation plans, and frameworks for effective and timely implementation and in line with the CSP.

•       Oversee all MEAL related inputs and reporting

•       Work with programme teams to develop procurement plans for timely assistance by logistics team. 

 

Resource Mobilization and Compliance Management

In consultation with the CD and the Program Quality and Development Coordinator, and with support from the FBD unit at HQ, ensure:

•       All fundraising efforts are aligned to the CSP ambitions.

•       The development of a realistic fundraising strategy and annual targets.

•       The development of programme implementation budgets in line with donor and partner contracts.

•       The monitoring of budget use and efficient re-allocation between budget lines as required. 

•       Lead the programme team to create the culture of best practice of value for money and operational and financial efficiency.

•       Provide budget management guidance to the project managers. 

 

 

Budget Monitoring and Management

·       Work closely with the systems team to support programmes team develop, manage and monitor programme budgets through monthly Grant Management Meetings.

·       Ensure budget compliance and donor requirements in the entire budget management cycle.

·       Liaise with systems unit to develop financial strategies, budgets and systems which ensure optimum efficiency and effectiveness.

·       Ensure cost effectiveness, full cost recovery in reviewing and recommending proposals, budgets and giving timely feedback on programmes and partners’ reports.

·       Lead in annual reflection, planning and grant management meetings of the programme team. 

·       Led program teams in monthly BMT reviews and forecasting 

 

Representation & Networking 

•       Engage with key stakeholders from relevant clusters, local authorities and government agencies on programme implementation issues and relevant sector forums. 

•       Meet donors on a regular basis to inform programme progress and challenges. 

•       Create a link between GOAL Sudan and local CSO/National Platform that aim to exchange programme information and coordination within the humanitarian/development sectors.

•       Ensure GOAL’s participation at relevant fora- such as sector working groups, conferences etc to raise GOAL’s profile.

 

People Management and Development 

•       Manage the program team to deliver on the CSP, providing leadership and guidance and in accordance with GOAL’s HR policies and procedures. 

•       Agree on performance objectives and targets, including probation targets for newly recruited programme staff and conduct performance and development reviews for all direct reports.

•       In accordance with the staff manual and support from the HR unit, deal with disciplinary issues of programme staff.

•       With support from the HR unit, identify and develop a succession plan for programme supervisors.

REQUIREMENTS 

 

Qualification (Education, Experience, key qualities, skill and competence)

•       Master’s degree in development studies or other relevant discipline.

•       Minimum of seven years’ experience in managing complex development and humanitarian programmes in fragile environments.  

•       Sudan specific experience in working in the development/humanitarian sector strongly preferred.

•       Experience of engaging with the private sector for improved developed outcomes and sustainability.

•       Experience in innovative refugee programming. 

•       Senior management experience of consortium type projects, funded by USAID, ECHO, and other similar donors.

•       Must have excellent presentation, oral and writing skills and significant experience in proposal development and donor report writing.

•       Ability and experience in managing senior management personnel.

•       Demonstrated analytical and conceptual skills to plan projects, timetable agreed activities and oversee staff activities. 

•       Demonstrated management skills to deal with a large team and a myriad of tasks, sometimes ambiguous ones.

•       Outgoing personality with excellent communication and training skills.

•       Good team player, flexible, adaptable management style and capable of working with an international country team.

•       Ability and willingness to travel to Sudan 

•       Good computer skills, including familiarity with Microsoft Word and Excel.

•       Strong financial capacity

•       Experience in remote management, an advantage
