General Description of the Programme/GOAL

Established in 1977, GOAL is an international humanitarian agency, with a team of 3,200 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 15 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

GOAL has an annual budget of an estimated €200 million and is supported by a range of donors including the Governments of Ireland, UK, USA, the European Union, individuals, trusts and foundations. The Role

GOAL seeks a dynamic and highly experienced candidate for the Health Resilience Lead position for the USAID global health programme, focused on MNCH/FP/RH service delivery in fragile settings. USAID MOMENTUM Integrated Health Resilience focuses on: 1) providing targeted technical and capacity development assistance to USAID Missions, local organizations, and host country institutions to improve equitable delivery of evidence-based, quality MNCH/FP/RH services in fragile settings; and 2) contributing to global learning on strengthening MNCH/FP/RH service-delivery and resilience in fragile settings. GOAL’s role on the project includes technical leadership on Health Resilience. The MIHR project is currently finalizing its third year of a six year project.

Job Purpose

The Health Resilience Lead will sit on the technical team and report to the MOMENTUM Senior Technical Director, they will work closely with the MERL team as well as the technical teams at the home office and in-country. The Health Resilience Lead will support the Senior Technical Director to ensure the technical quality of the program and will closely monitor the progress towards meeting the goals and objectives of the project. The position is a full-time position based in Washington, DC.

The position will directly line manage the Regional Resilience Advisor, Country Resilience Advisor and other staff assigned by GOAL to the Health Resilience function for the programme.

Duties and Responsibilities:

  • Manage GOALs input as Technical Advisor on Health Resilience to the MOMENTUM programme and coordinate with GOAL US Vice President and GOAL’s Director of International Programmes and other GOAL staff such as GOAL Desk officer, GOAL Finance/Administration officers etc in relation to the delivery of GOALs scope of works in Health Resilience technical assistance. This will include resource planning, invoicing, any reporting that GOAL needs to make in relation to the project, escalate any relevant issues in relation to GOALs performance on the project to senior GOAL staff, provide regular updating on progress against GOALs scope of works, etc.
  • Provide overall technical leadership on health resilience to the MIHR project.
  • Direct project team on the following programming and impact achievement drawing from resilience assessments completed to date.
  • Ensure that the resilience tools and approaches are fully integrated into the MIHR Health programme.
  • Support and guide existing FP/RH/MNCH activities can be adapted to promote specific health resilience capacities.
  • Advise on greater focus on individual, couple/Household levels with the health resilience approach developed for the project leveraging successful methodologies such as Couples Connect for Young Couples.
  • Support the MIHR Senior Technical Director to manage the strategic direction of the project activities in support of the goals and objectives, including determination of project priorities and technical assistance.
  • Support disaster preparedness capacity building activities at community, and health facility levels.
  • Provide technical support and/or leadership contributing to the Results and Intermediate Results (IRs) for complementary humanitarian coordination efforts.
  • Lead on the application of the project’s Resilient Health approach, as summarized in project documents including the draft General Guidance on Health Resilience and related annexes.
  • Direct and support training and capacity building interventions of country teams, local stakeholders (district officials, national MOH, local NGOs and communities) to operationalize the projects Health Resilience Approach.
  • In coordination with MERL team, advise on monitoring of resilient health indicators in selected countries and support the ongoing development of the projects Health Resilience measurement Framework across all levels from individual / HH, facility, Coummunity, etc as per the project Theory of Change.
  • Coordinate the ongoing development of the projects General Guidance on Health Resilience incorporating input and learning from other technical leads, country teams and other stakeholders.
  • Cultivate strategic relationships with USAID, team members, donors, private sector entities, government ministries, and other stakeholders relating to advancing the health resilience approach of the Momentum programme.
  • Collaborate closely and develop strong working relationships with other related U.S. Government initiatives and other implementing partners relating to advancing the resilient health approach of the Momentum programme.
  • Create and foster a project reputation of quality and performance and promote country ownership of health resilience strategies for delivery of evidence-based, quality MNCH/FP/RH services in fragile settings.
  • Act as a representative of GOAL and the MIHR project team and demonstrate the highest standards of behaviour towards children and vulnerable adults both in your private and professional lives.

Requirements 

Qualifications:

  • Master's Degree or higher in public health, international development, or related field
  • At least 10 years of experience in the management or implementation of international development activities in/for low and middle-income countries (LMICs)
  • Demonstrated experience operating within the resilience programming in fragile contexts and emergency health preparedness and response..
  • Fluency in English (oral and written) communication required
  • Ability to interact professionally in one or more relevant foreign languages (e.g. French, Spanish) is preferred, but not required

**Please note the salary range for this role is $120 - $130k**
